Even though there are lot of protests over the new Telengana State issue, the Group of Ministers (GoM) has met for the second time on 19th October, 2013 to discuss further on bifurcation of Andhra Pradesh state.
The Group of Ministers met yesterday to deliberate issues concerning of river water, power, distribution of assets and boundaries etc, The ministerial panel will also look into the legal and administrative measures required to ensure that both Seemandhra and Telengana states function efficiently from Hyderabad as the common capital for 10 years. The Group of Ministers (GoM) headed by Home Minster Sushilkumar Shinde was constituted to address the issues which needs to be resolved at the Central and State Government levels.
The Group of Ministers after their first meeting on 11th October, 2013 said that they would address all the concerns of the people of Seemandhra with fairness and objectivity. The GoM has already discussed the approach and methodology to be adopted by them and said they would take the opinion of stakeholders on all important subjects before formulating their recommendations. Various ministries have prepared the status reports on important areas like power and irrigation and will be submitted to the GoM. Based on the status reports, the GoM will make their recommendations for division of assets and announce a special package for the rest of Andhra Pradesh region who are very angry with the bifurcation of the state.
Feedback from general public on the terms of reference was sought by the Group of Ministers. The people can send their feedback to them at the email : feedbacktogom-mha@nic.in. The last date to send feedback is 5th November, 2013 to the above mentioned email id.
If the process of bifurcation goes smoothly, the draft bill for creation of Telengana will be sent to Andhra Pradesh Legislative Assembly by end of November, 2013. The mornal duration for bifurcation of a state is about 4 months.
The terms of reference for the GoM are to determine the boundaries of the new state of Telengana and residuary state of Andhra Pradesh with reference to electoral constituencies, judicial and statuory bodies and other administrative units. The legal and administrative measures to ensure both the state governments function efficiently from Hyderabad for 10 years will also be looked into by the GoM. The GoM will also evaluate the special needs of backward regions of both the states and recommend measures to deal with the issues relating to law and order, safety and security of all residents and to ensure peace and harmony in all regions.
